Scroll down on the Game City Website and click on the 市民登録をする Button.

This is the Terms of Service page for Game City, Click on the 承諾する Button to agree to the ToS.

Step 1. Type your E-mail into the space provided.

Step 2. Click on the 確認画面へ進む Button.

Make sure that the E-mail Address is correct before clicking on the 確認 Button.
